The number of qualified and highly qualified employees is growing in all sectors of the economy. They are known variously as "Angestellte in Leitungsfunktionen", "Kader", "cadre", "quadri", "professional and managerial staff", "tjänstemän i ledande ställning", "professionales", "cuadros", "lider", etc. However not all of them are actually entrusted with management or personnel responsibilities. As a rule, they tend to be employed in management or specialised departments , or in research and development projects. The work they perform is usually demanding, difficult, and involves a high degree of responsibility, long hours and professionalism. They acquire the tools of their trade by studying at a university or technical college, or after long years of experience. Job content, qualification levels and salaries set them apart from other categories of workers. However, as salaried employees, they do share with other workers the need for protection and a say in the organisational process. These rights can only be achieved through collective action, which is why they need strong trade unions. Professional and managerial staff play a key role within the company. Whether it is a question of defining corporate goals, preparing board decisions, or developing projects, the planning, the decision-making and the responsibilities lie with them. Whatever problems may arise, whether technical, organisational, social, or just plain business management, they are expected to find solutions.
